To the Honorable Members of the St. Charles City Council: Great Rivers Habitat Alliance (GRHA) is a non-profit, conservation organization dedicated to preserving the floodplain and habitat of the Confluence-area around the meeting places of the Mississippi, Missouri, and Illinois rivers. We believe Bill No. 13081 on tonight’s agenda will be harmful to our region.
